Novo Place EC is an upcoming Executive Condominium development that is located at Plantation Close, West Region of the island. The land parcel of Novo Place EC was introduced on the 8th of December 2022 by the Urban Redevelopment Authority of Singapore as one of the sites on its Reserve List for the 1st Half of 2023 Government Land Sales Programme. The 1st Half of 2023 Government Land Sales Programme saw the biggest amount of site for private housings released by the Urban Redevelopment Authority of Singapore since the 1st Half of 2014 for its half yearly Government Land Sales Programme exercise. Other recent executive condominium launches include North Gaia EC, Tenet EC and Copen Grand EC.
On its confirmed list was a total of 7 land parcels up for tender and on its Reserve List was 9 other land parcels. All these land parcels have the potential to construct up to 7,715 private housings. The Confirm List will able to build up to 4,090 private homes while the Reserve List can add another 3,695 private housings.
Since 2020, the Urban Redevelopment Authority of Singapore has ramped up progressively on new private housing supply on the Confirmed List for the Government Land Sales Programmes to meet the high demand from private home buyers. As demand for private homes has remained strong, the Urban Redevelopment Authority of Singapore has increased in new private homes supply up from 3,505 units from the previous 2nd Half of 2022 Government Land Sales Programme to 4,090 units for the 1st Half of 2023 Government Land Sales Programme. This was an increase of approximately 16.7%. The land parcels on the Reserve List will be available for developer’s initiations should it deem there is a demand.
With the increment on the private housing supply, it will add on its current pipeline meeting the population’s new private housing needs. This will ramp up the existing pipeline to approximately 65.000 units with 55,100 units that have approved planning and 9,900 units from successful collective sales and Government Land Sales Programme that have not gotten planning approvals. Of these new units, 33600 of them will be finished in the coming 2 years which is more than the 11,500 private housings that were completed in 2021. These completions will ease the demand for rental as well as owner-occupier in the coming term.
The site of Novo Place EC resides in the Bukit Batok Planning Area. Bukit Batok is a matured and established residential estate on the east bound of the West Region. The estate is the 23th biggest and 11th most dense populated estates in Singapore. Bukit Batok is bounded by 6 planning zones. Its west is bounded by Tengah, its southwest is bounded by Jurong East, its southeast is bounded by Bukit Timah, its south is bounded by Clementi, its east and northeast is bounded by Cashew and its north, northwest and northeast is bounded by Choa Chu Kang. Th estate is also surrounded by 4 major arterial roads; on its west will be the Bukit Batok Road, on its east will be the Old Jurong Road, on its south will be the Pan Island Expressway and, on its north, will be the Chua Chu Kang Road. The Bukit Batok Planning Zone further sub-divided into 9 smaller zones namely the Bukit Batok Central, the Bukit Batok South, the Bukit Batok East, the Bukit Batok West, the Hillview, the Guilin and the Brickworks.
Back in 1960s, Bukit Batok then was a remote and largely undeveloped town that is inhabited by factories, forest reserves, granite quarries, villages and farmlands. Notwithstanding many different sayings, a lot of people think that the name Bukit Batok means Coughing Hill in Malay as the word “bukit” means hiill and “batok” means cough. One possibility to explain this could be due to its hilly area that creates cold air which caused coughing easily. Another saying was that the granite quarries’ frequent blasting which makes the hills in Bukit Batok sounded like they were coughing.
During the 1960s, most of the residents were in poor living conditions or residing in temporary housing. The Government then decided to craft out a masterplan for a 5 years period to construct a satellite town in Bukit Batok during 1970s. The completion of Bukit Batok Town would be approximately 750 hectares in size and together with its 4 adjoining townships, they were able to yield 26,000 flats for more than 130,000 citizens. Other than the completion of the flats, Bukit Batok has also improved its infrastructures with the public effort transformation. One of which was the widening of drainage system to prevent flooding during the 1970s.
Back to present day, the Bukit Batok estate is a connected town that consists of linked retail mall, a driving centre, an industrial park, clubhouses, and nature parks. The Bukit Batok estate is made up of a good blend of private and public housings and features a number of amenities and facilities which include Hillview Avenue Community Club, HillV2 – a mixed use development that comprises of residential and retail elements as well as several childcare centres.
